Cisco IOS 15.1 Interprets Quotation Marks Literally

Symptoms

The customer is seeing an issue with Cisco IOS 15.1.x where Policy Maps and Class Maps are sent with quotation marks. The IOS is treating the quotation marks as part of the name

The customer sees the following errors in their networkprocessor.log file
