DBSETUP is Unable to Upgrade Databases from 13.1 to 14.0 [RESOLVED] (Doc ID 1367944.1)

Symptoms

When attempting to upgrade a 13.1 database to 14.0, the upgrade does not occur. Rather than upgrading, you are taken directly to a screen saying that the upgrade was finished, though no upgrade has occurred.

Note: This issue has been resolved in the latest Service Pack of Contract Management 14. The latest Service Pack can be downloaded from the Patches & Updates section of My Oracle Support
