The MSDTC Transaction Manager Was Unable to Pull the Transaction From the Source Transaction Manager

Package Imports, API utility install packages, object creation and/or updates.
In Oracle Primavera Portfolios Management 9.0, various processes which attempt to write data to the OPPM database may fail with the below listed error appearing in the ProSight error log.
The MSDTC transaction manager was unable to pull the transaction from the source transaction manager due to communication problems. Possible causes are: a firewall is present and it doesn't have an exception for the MSDTC process, the two machines cannot find each other by their NetBIOS names, or the support for network transactions is not enabled for one of the two transaction managers. (Exception from HRESULT: 0x8004D02B)
These processes may include, but are not limited to:
- Form, Item or other object creation within the application.
- Installation of custom API utilities.
- Import of PPM packages.
- Processing of items in the PPM Actions Queue.
