Bad Handling Of SCCP Protocol Class by SSU

In case AS (Application Server) sends an ApplyCharging and RequestReportBCSM&Continue messages, SSU sends the ApplyCharging message to MSC1, and the RequestReportBCSM&Continue messages to MSC2, so the message order is not guaranteed.
MSC1 and MSC2 handle the global title routing.
The operation mode of the global title routing is load-balanced, but if protocol class is set to1 and signaling link selection (SLS) fields have the same value, the SSU should send the messages to the same destination.
