OP_PYMT_TOPUP Successfully Topped Up Two Numbers With Same Voucher PIN (Doc ID 1372139.1)

Goal

Initially , the issue was that , when voucher topups using op_pymt_topup was carried out at the same instance of time , using the same voucher pin , for different numbers , it was going through successfully , while it is expected to succeed for one number only and fail for the other.

After applying the <Patch 12706973> the issue was resolved. However , in below scenario , the issue persisted :

If two numbers were updated ( using op_pymt_topup) using same voucher pin at same time (of millisecond precision), voucher topup happens successfully in both the numbers. So, if some one tries to topup with single voucher pin using two different numbers, one in four or five attempts, it may succeed , which is not expected.
