The creation of sync request snapshots for sync requests that are sent to MDM consistently take more than one second, and close examination of the log file with debug flags turned on will see that the system is repeatedly calling the message language table (CI_MSG_L).  Sync request snapshots are created when an MO defines an Audit algorithm along with a sync request BO, and that BO has a pre-processing algorithm responsible for building the initial snapshot.  Final snapshots are created when instances of the sync request BO transition out of Pending state, normally when F1-SYNRQ is executed for that BO.
