Symptoms

In MDM v1.6.1 when mdm.cfg.xml has VALIDATE="N", usage imported with usage category STAGING is merged with cut that is FINAL.

This happens when the MDM configuraiton file, mdm.cfg.xml, is set with VALIDATE value to "N".
