Customer Center In Windows 7 Is Not Considering Server Timezone Or Client Timezone

We are using Customercenter V7.4 version PS9 and there are differences in all timestamps like account creation, billing start time and end time. When an account is created on 17th Sep 9 AM Australia time, billing cycle start time will be rounded down to 17th Sep 12:00 AM. But, when a CSR opens and looks the account in India (or any place), it is showing GMT time (16th Sep 2 PM GMT ). Hence the billing start time is displayed as 16th Sep 2 PM. Also, issues related to Day Light Saving Time (DST) have also been observed.
