smsAlarmDaemon Resources Group Failed to Established due to "unable to open system error log" Error Message (Doc ID 1374806.1)

The Oracle Solaris Cluster Process Monitoring Facility (PMF) cannot keep the smsAlarmDaemon process started with the up, citing the following error in /var/adm/messages:

root@ncc-sms01:/root> tail -f /var/adm/messages
"Cluster.PMF.pmfd: [ID 887656 daemon.notice] Process: tag="SmsAlarmDaemonsarg, SmsAlarmDaemon-sars,0.svc",  cmd="/bin/ksh -c /usr/bin/su - smf_oper -c 'exec /IN/service_packages/SMS/bin/ >> /IN/service_packages/SMS/tmp/smsAlarmDaemon.log 2>/IN/service_packages/SMS/tmp/smsAlarmDaemon.log'", Failed to stay up".

To verify the smsAlarmDaemon resource group status, please execute the command below:

[Login to Service Management System (SMS) as root user]

root@ncc-sms01:/root> scstat -g | grep SmsAlarmDaemon
Resources: SmsAlarmDaemon-sarg SmsAlarmDaemon-sars
Group: SmsAlarmDaemon-sarg ncc-sms01 Offline No
Group: SmsAlarmDaemon-sarg ncc-sms02 Offline No
Resource: SmsAlarmDaemon-sars ncc-sms01 Offline Offline
Resource: SmsAlarmDaemon-sars ncc-sms02 Offline Offline

at the same time an error logged in smsAlarmDaemon log :

root@ncc-sms01:/IN/service_packages/SMS/tmp> cat smsAlarmDaemon.log
smsAlarmDaemon: Startup
smsAlarmDaemon: Filter Period = 30 seconds
smsAlarmDaemon: Heart beat = Yes every 60 seconds
smsAlarmDaemon: Filter Number = 30 each period
smsAlarmDaemon: Oracle User = /
smsAlarmDaemon: Replication = No
smsAlarmDaemon: GMT timezone = No
smsAlarmDaemon: Filtering = None
smsAlarmDaemon: Commit Rate = every 1 number of inserts
smsAlarmDaemon: Commit Interval = every 1 number of seconds iff 1 records not reached
Nov 4 04:31:17 smsAlarmDaemon(26784) open_all=13 smsAlarmDaemon.c@161: unable to open system error log

Notes :
The role of smsAlarmDaemon is to collect Alarms from local sources and forward them to the smsMaster process.
- smsAlarmDaemon log file located in /IN/service_packages/SMS/tmp.
- smsAlarmDaemon startup script (e.g located in /IN/service_packages/SMS/bin.
- System log files located in /var/adm/messages.
- smf_oper is the user running the smsAlarmDaemon process
