When Updating Discount with Dependencies, It Failed in pcm_op_price_set_price_list (Doc ID 1375565.1)

There was no issue with the first time of committing a discount with a dependency, and the /discount and /dependency objects were created. But it failed out when making an update and attempted to reload (either through loadpricelist or directly through the opcode call).

The error is as below:

     Unable to commit price list
     <field num=PIN_FLD_MODIFIED_FLAG:1,959 recid=0 reserved=0 reserved2=0 time(sec:usec)=0:0>
     <facility=0 msg_id=0 version=0>

Removing the dependencies from the XML file or FLIST allowed the user to modify the discount, but this is not a good solution.
