Listener Could Not Start After Power Outage - TNS-12560: TNS:protocol adapter error, 32-bit Windows Error: 2: No such file or directory (Doc ID 1377118.1)

Goal

Recently there was power outage on the systems and the Oracle 11g database running on Windows Vista lost its power, after the power was restored, the 11g database instance was started without any problems but the 11g listener was not started and received the following errors :
 

Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=IPC)(KEY=EXTPROC1522)))
TNS-12541: TNS:no listener
TNS-12560: TNS:protocol adapter error
TNS-00511: No listener
32-bit Windows Error: 2: No such file or directory
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=11g_host)(PORT=1522)))
TNS-12541: TNS:no listener
TNS-12560: TNS:protocol adapter error
TNS-00511: No listener
32-bit Windows Error: 61: Unknown error
