WAM - Oracle Utilities Work and Asset

Cannot save when creating a new Document Control record that is stored in the Database.  The following errors are encountered:

FRM-40737: Illegal restricted procedure ROLLBACK_NR in PRE-INSERT trigger.
Click OK.
Error: BLOB operation failed: ORA-4067:not executed, stored procedure
"PUBLIC.WEBUTIL_DB" does not exist

Note that this issue is not encountered when logged onto WAM as <USER NAME > .
