'Processing postbox message: msg<0>' Being Logged and No Gateway Details In Process_Status Table (Doc ID 1377628.1)

Symptoms

There are no Gateway entries in process_status table.
New orders are not being sent to the scheduler.
Logging in to Resource Manager is very slow.
RM Web Service Logs include lots of errors saying "Failed to find Stop <x> in database" and "Processing postbox message: msg<0>, type <STOP_SCHED>, op <UPDATE>, id<#>, from <gateway> Timeout waiting for missing postbox message expired, continuing processing"
