AERS Report Failing with PORTAL.THINGS_PARENTID_IDX is disabled (Doc ID 1378361.1)

Goal

In AERS 4.6.0

When a generating a report in the AERS Application the report is failing.

The reports trace file is capturing the following error:

Exception 6510 (): ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "PORTAL.WWSBR_API", line 1631
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "PORTAL.WWERR_API_EXCEPTION", line 71
ORA-06512: at "PORTAL.WWV_THINGSAVE", line 4203
ORA-30554: function-based index PORTAL.THINGS_PARENTID_IDX is disabled
