Install and Removal Install Event Sync Requests processed out of order cannot be completed successfully (Doc ID 1379258.1)

Symptoms

In meter exchange scenarios, if the Install Event Sync Request to install new meter is processed first before the removal of the old meter, both Sync Requests transition to Update Error state. 

The meter installation sync request will have the following exception:

Device cannot be installed at the Service Point as a device is already installed for the Install Date/Time

While the meter removal sync request will have the following exception:

The requested status PENDING for business object Install Event ID D1-ManaulMeterInstallEvent (REMOVE Business Object) is not allowed for the current status

And at this point, running the "Ongoing Sync Request - Error" monitor process (D1-SIOER) will not be able to fix the situation, leaving both sync request messages in the Update Error status.
