MONITOR_LIST Is Not Updated For Newly Created Accounts (Doc ID 1379293.1)

Goal

In a customer setup , with 7.4 PS4 :

1. The following business parameters are enabled :

-- automated_monitor_setup
-- balance_monitoring


2. The following notify events are present in confg_notify_events_t :

7853 0 /event/group/sharing/monitor/create
7854 0 /event/notification/service/pre_purchase
7855 0 /event/notification/service/pre_purchase
7856 0 /event/notification/service/pre_purchase
7857 0 /event/customer/billinfo/modify
7855 0 /event/customer/billinfo/modify
7857 0 /event/group/member
7854 0 /event/group/member
7857 0 /event/notification/bal_grp/modify
7855 0 /event/notification/bal_grp/modify
7854 0 /event/audit/subscription/transfer
7860 0 /event/billing/monitor/update


3. created a simple plan for /service/telco/gsm/telephony to rate TEL usage

4. created an account with above plan. Event "CustCreate" is received in process log

5. from customer center --> Balance tab , created a Balance Monitor. Following events are received by pipeline as seen in process log :

CreateGroupSharingMonitors
AddOrderedBalanceGroup
ModifyGroupSharingMonitors


6. notice ( CC --> Balance tab --> Balance Monitors --> Members in this Monitor = 1 ) that the members in the monitor group is 1

7. now created another account which is a child (non-paying) to the previously created account

8. notice ( CC --> Balance tab --> Balance Monitors --> Members in this Monitor = 2 ) that the members in the monitor group is 2

9. rated a CDR for the child account

10. edr dump "CustomerSearch_post.dump" does not show the updated monitor list under CUSTOMER_DATA. It shows as below , while the MONITOR_LIST is expected to have been updated :
