AACG 8.6.3 Controls Analysis Job Hangs for Hours (Doc ID 1379820.1)

On :  Application Access Controls Governor (AACG) version
AACG is used to report segregation of duties(SOD) in the business applications. In AACG Controls are created, and the program Control Analysis(CA) is run to identify SOD violations(Incidents). However, a simple Control cannot be run to see incidents. The program keeps running for hours and the following error is seeing in the grc.log and catalina.out files:

Caused By: java.sql.SQLException: The Network Adapter could not establish the connection
at oracle.jdbc.driver.SQLStateMapping.newSQLException(
at oracle.jdbc.driver.DatabaseError.newSQLException(
at oracle.jdbc.driver.DatabaseError.throwSqlException(
at oracle.jdbc.driver.DatabaseError.throwSqlException(

The issue can be reproduced at will with the following steps:
1. Log into AACG
2. Create a simple entitlement, Model and Control
3. Run Control Analysis for the above created Model and the program hangs for hours. It never completes.

The issue has the following business impact:
Due to this issue, users cannot use the CA program to see pending incidents. Also, other functionality of the product are working as expected.
