New Business Tab Disabled for Certain Product IDs in Product Characteristics Screen (Doc ID 1379935.1)

Symptoms

In Oracle Financial Services Asset Liability Management (ALM), when you try to add a Product Characteristics definition for a Product ID that is linked to a Common COA ID with an Account Type of "Interest Bearing Liability" or any Account Type other than "Off Balance Sheet", the "New Business" tab is disabled.  You cannot access it.  When you try to click on the "New Business" tab, the interface returns the following message:

"Off-Balance Sheet new business assumptions should be defined through
Transaction Strategies"

This message should not occur because the Product ID value is tied to a Common COA ID with an Account Type of "Interest Bearing Liability".  This message should only occur when a Product ID is tied to something with an Account Type of "Off Balance Sheet".

Note: In Application Preferences, you use "Product" as the Product Dimension.

Steps to Reproduce:
  1. Go to Asset Liability Management
  2. Go to Assumption Specification > Product Characteristics
  3. Edit the Product Characteristics definition for a Product ID
In the Product Characteristics Details screen, the "New Business" tab is greyed out.
