dm_vertex translates "Percentage Sales" tax type to "Unknown".

1. Configure tax engine (VERTEX-Q) to apply percentage based tax (80% taxable) for TX state.
2. A purchase fee event is set for rating by dm_vertex
3. dm_vertex gives back the tax amount properly but fails to recognize the tax as a valid taxtype and hence uses "Uknown" string on its output.
4. This string will be part of event_t.PIN_FLD_TAX_JURISDICTIONS.PIN_FLD_NAME

The tax-type is "eVstTaxTypePercentageSales" (enumerated value of 23 from vertex) for state jurisdiction.
cm.pinlog shows as "Uknown" in the PIN_FLD_DESCR of PIN_FLD_TAXES [0] array for the state as returned by the dm_vertex.
