Symptoms

ASOG 43 Clarification Validation for WST giving false CNR validation errors (Translation Questionaire).

Clarification Message:

CIP (Carrier Identification Parameter): Required for CCS trunks when both the CC and the WST fields on the ASR Form are not populated and the CIC or ACIC field is populated, otherwise prohibited.

If either CC and WST populated then CIP is NOT required, this is a FALSE error because WST is populated so CIP should NOT be required.  WST previous to ASOG 43 was prohibited but is now allowed for a new REQTPY=MD.

ASR FORM:
     CC=BLANK (NO Value)
     WST=L

TRUNKING Section
     CIC=0288

TQ Section
     CIC=0288
     ACIC=BLANK
     CIP=BLANK

Also below is usage, however in this case the WST is populated so the error SHOULD NOT occur.

ASR GUIDE LINE RULE :471019-CIP.1

CIP USAGE ASOG RULES : This field is conditional.

NOTE 1: Required for CCS trunks when both the CC and the WST fields on the ASR Form are not populated and the CIC or ACIC field is populated, otherwise prohibited.
