Users Are Encountering Locking Issues When Approving Promotions (Doc ID 1382093.1)

When trying to approve or run conflict checking procedures for a promotion component created at the department level, Retail Price Management (RPM) sometimes throws the following alert message:


Promotion Conflict Check Complete -- Unable to process the price event at this time due to data being locked by another price event. exception id: 1318493312781

In this case user unable to approve this promotion component at all.
The same issue also exists when testing with 1 user.

Steps to Reproduce:

1. Create new simple promo component: RPM - Promotions - Create Component.
2. Choose large enough department, set item Level = Merchandise Hierarchy Level. Choose Zone Group And Zone, Change Type = Percent Off, fill Change Percent, set Apply To = Regular Only.
3. Try to approve your new promotion component.
Observe the alert with locking problem reported.
