In OFSAAI 7.2.9 and Oracle Financial Services Profitability Management (PFT), upon allocating an expense with a currency on a balance column in the instrument table with a different currency, the system does not appear to apply the exchange rates even after running the Rate Validation package.
Steps to reproduce
1. Create an allocation reading the source from the ledger_stat on an expense GL with financial element 457 then trying to allocate this expense directly to a specific account with a different ISO_CURRENCY_CD
2. Apply a floating exchange rate between the 2 currencies in the rate management section
3. Run the Exchange Rate Validation
4. Run the Allocation
==> The system will write the result as if the exchange rate was 1.
