'Auto-Release Planned Orders' Completes with Error Status - Does Not Launch 'WIP Mass Load' (Doc ID 1383399.1)

Symptoms

On a VCP 12.1.3 Instance:

Auto-Release Planned Orders (MSCAPO) completes with the following error:

"Concurrent request for loading work order cannot be submitted."

The 'WIP Mass Load' concurrent request is not launched.  Orders in the WIP_JOB_SCHEDULE_INTERFACE table show with process_status=3.  However, no entries show in the WIP_INTERFACE_ERRORS table.

STEPS
-------
1. Run the ASCP Plan
2. Auto-Release Planned Orders (MSCAPO) runs automatically and completes in error
3. WIP Mass Load is not launched and the records are not updated in the WIP tables appropriately

Changes

Attempted to consolidate into a single plan (used to run production plan, then manufacturing plan).  Now just running production plan for all items.

Also, moved from an unconstrained plan to an EDD constrained plan.

Updated all items to 'MPS planned' (used to be MPS and MRP planned items)
Created due date (EDD) constrained Production Plan.
