Usage request bill segments fail if bill period has rate break on first day (Doc ID 1384061.1)

Symptoms

Bill segments that are generated from usage requests from MDM will fail if there is a rate break on the first day of the billing period.  For example, if a Service Agreement is bill from 08/01 through 8/31, and a rate break (i.e. Rate Schedule change) on 9/01, then the next bill segment will be in the error status with the following message:  "BS Period Start Date may not be greater than End date" [message category 4, message number 11704].
