Siebel, AIA, and BRM Performance Issues On Bill Details Extraction

Symptoms

This issue occurs on an end to end Siebel, AIA and BRM system.

On bill units with a significant number of events on a given bill (more than 300), the extraction fails.

Steps to Reproduce

1/ Bill unit with significant number of events attached to a given bill item (usage events typically) : someone that made more than 3 hundred calls/SMS/data sessions for example.
2/ From Siebel, navigate to the bill then bill details.
3/ AIA will call the PCM_OP_BILL_GET_ITEM_EVENT_CHARGE_DISCOUNT opcode for each item.
4/ On the usage item (the one with most events) : the opcode takes too long to answer.
5/ Siebel has a timeout of 120 seconds that will close the transaction. AIA will continue a little bit but at the and it will close the transaction too.
