ORS Resource Manager Gateway and Web Service Not Updating Database STOP_SCHED Table After Upgrade from 10g to 11g (Doc ID 1384200.1)

Job data edited in the Planner does not populate back to Resource Manager database. The two show status inconsistencies. Updates are being made in Planner and seem to be processed correctly by Oracle Real-Time Scheduler (ORS) but the database is not reflecting status changes. Resource Manager Gateway (RMGW) and Resource Manager Web Service (RM WS) do not show any database connectivity or ORA DB errors and seem to be processing database transactions correctly.

The issue was found when Planner status values were compared directly with status values in the STOP_SCHED table and differences were found where the two source were out of sync.  This issue would also be apparent if statuses reverted to old values after a system restart.

No application level logs show any errors related to the issue.

We did a database (DB) upgrade from 10g to The full system was restarted this morning in attempt to correct the problem.
