RPAS Configuration Tools Fail to Open and 'There Was a Problem Starting the RPAS Tools' Error Occurs (Doc ID 1384631.1)

Goal

The following error occurs when trying to open the Retail Predictive Application Server (RPAS) Configuration Tools:

"There was a problem starting the RPAS tools:

While trying to load RPAS binaries, an error occurred:
This is likely because of one or more of the following

1. The RPAS_HOME variable is not set.
2. RPAS_HOME is set to a non-matching version of RPAS.
3. RPAS_HOME/lib and RPAS_HOME/applib are not on the PATH.


What could be causing this error and what can be done to resolve it?
