DB Not Responding "DM_Oracle will not start" (Doc ID 1385115.1)

Oracle Communications Billing and Revenue Management - Version 7.4.0.0.0 to 7.4.0.0.0 [Release 7.4.0]

Goal

To summarize the issue,

1) Database migration happened from 10G to 11gR2.
2) BRM base 7.4 MPS1 is being installed after migration.
3) Now after installation, the dm_oracle is not up.
3.1) After rolling back to 10g schema and client, dm_oracle works fine.
4) The errors are seen in the logs which says that there is no database is responding.

DM pin.conf parameters set like below:

- dm sm_id <...>
- dm sm_pw <..>
- dm sm_database <...>
- dm dm_sm_obj /opt/portal/7.4/sys/dm_oracle/dm_oracle11g${LIBRARYEXTENSION}

The dm doesn't start and in the dm_oracle.log we can find the error below:
