DB Not Responding "DM_Oracle will not start"

Information in this document applies to any platform.
To summarize the issue,
1) Database migration happened from 10G to 11gR2.
2) BRM base 7.4 MPS1 is being installed after migration.
3) Now after installation, the dm_oracle is not up.
3.1) After rolling back to 10g schema and client, dm_oracle works fine.
4) The errors are seen in the logs which says that there is no database is responding.
