Cannot Log Into Planner With Newly Created User IDs After Changing Password

Information in this document applies to any platform.
An existing user can login to the system. However, new users are not able to log in.
When a new user is entered into the system, and the user/password is first used in Planner, the user is asked to reset their password.
On completing this action and entering a new password, the system jumps to a normal login request, which is not typical of the system behavior.
The system will not accept the new password entered, and locks the account after 3 attempts to change the password.
