Converged B2B Calls Do Not Work When Using @Sipapplicationkey Anntoation (Doc ID 1390935.1)

Symptoms

Converged B2B applications do not work when using @SipApplicationKey Annotation in OCCAS.

The Http/sip Convergence does not work due to the "#" character added between [APPLICATION_DEPLOYMENT_NAME] and [APPLICATION_DEPLOYMENT_VERSION].

When  sending a Http request with an "Application Session Id" encoded url, the Http/Sip Convergence does not work. It seems that occas server is not able to understand the # ( # utf8 encoding value) and there is not web client able to send a http request with a # character in url.  It works fine for Sip Application Session created without Sip App Key.
