Oracle Performance Analyzer - Version: 4.5.39

Symptoms

In Oracle Financial Services Applications (OFSA) 4.5.39, after creating a new OFSA environment on a Linux server, you cannot run any Transfer Pricing (TP) processes or Performance Analyzer (PA) Allocations.  The following error is listed in the ofstp.xxxxx or ofspa.xxxxx file:

Connection to the following database was successful: <database>
Running TP, Process ID: 110849 Configuration ID: 100022
Error occurred creating shared memory segment: errno: 22

If you try to run the ofstp or ofspa executable directly on the server, you receive a similar error:

Connection to the following database was successful: <database>
Running TP, Process ID: 110849 Configuration ID: 100022
Error occurred creating shared memory segment: errno: 22
Segmentation fault

The error is preventing users from running TP processes and Allocations on the new Linux Server.
