Watcher Failing To Shut Down On Repeated Failures so Cluster Never Fails Over

Information in this document applies to any platform.
The watcher sometimes fails to shut down after a process fails twice in 10 minutes. Which means the cluster software is not made aware of the failure and Messaging Server remains half-running, possibly with a pending deadlock or transaction log file accumulation problem due to the process which dumped core.
