Blank Pop-Up Window When Assigning Work Queue from MDM WQ Screen

In Meter Data Management version 18.104.22.168.3, on the MDM Work Queue screen (Meter Data Management > Operations > MDM Work Queue) when a user tries to assign a Work Queue Item, the pop-up window that shows the list of users and comment box never populates, it remains blank.
This behavior occurs when there is a large number of users configured for the Data Source in EIP Security.
In some cases, the pop-up box will populate after an extended period (>2 minutes).
Steps to Reproduce
- Log into EIP
- Go to Meter Data Management > Operations > MDM WQ
- Select a WQ Item from the search results.
- Click the "Assign" link.
- The pop-up window will be blank for over 2 minutes and in some cases never populates.
