New Skill Is Not Included In New Schedules Until Restarting The RM Web Service (RTS_WS) v4.4 (Doc ID 1394636.1)

Goal

The schedules which were sent by ORS didn't contain the skill name 'SKILL1' in any of the van trips. In the ORS logs we found that ORS is returning Blank field instead of 'SKILL1'. The changes made for also didn't take for already placed orders and for already generated van shifts. This will take effect only after the schedule horizon (after 28 days). For the changes to take effect immediately we need to regenerate the vans. How can the new skill be propagated through the system?
