OCSB Sends ResetTimer When AS Is Not Reachable (Doc ID 1394930.1)

Goal

If no callInitiationErrorHandlingRule is defined in the domain, OCSB sends ResetTimer messages instead of immediately sending a releaseCall.

If the configuration rule is set as follows:

<callInitiationErrorHandlingRule>
<name>release_by_default</name>
<serviceKey>-1</serviceKey>
<sipErrorFrom>400</sipErrorFrom>
<sipErrorTo>699</sipErrorTo>
<action>release</action>
</callInitiationErrorHandlingRule>


It seems to only match some of the calls: Some of the calls receive a ReleaseCall immediately and some receives ResetTimer after several seconds and a ReleaseCall afterwards.
