Symptoms
This occurs after testing an OC 4.5.3 -> OC 4.6.4 upgrade. Try to log in to RDC 4.6.4 and you receive an error, with the log.xml file containing the following error messages:

JBO-30003: The application pool (oracle.pharma.rdc.model.services.RdcAMLocal) failed to checkout an application module due to the following exception:
oracle.jbo.JboException: JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=ORA-00942: table or view does not exist
