Issues With Extended Web Services Binary SMS When UDH or Message Is Null (Doc ID 1397383.1)

Symptoms

OCSG 5.0 is throwing exception for Binary MT SMS when UDH or message is null.

For example:

1. Binary SMS request without UDH:

<ns2:binaryMessage>
<message>M4SjiPMgAg==</message>
</ns2:binaryMessage>
<ns2:dcs>4</ns2:dcs>
...


2. Binary SMS request without message:

...
<ns2:binaryMessage/>
<udh>BA==</udh>
<ns2:dcs>4</ns2:dcs>
...


Then OCSG giving ServiceException with SVC0001 and SMS-000001 variable as below.
