When Attempting To Run Adjustment Rule LIQUIDITY_PREMIUM_RATE is not always updated (Doc ID 1398201.1)

Symptoms

On FTP 5.6, when attempting to run an FTP Standard Process with an Adjustment Rule for a Liquidity Adjustment Formula Based Rate on the FSI_D_CASA table, the LIQUIDITY_PREMIUM_RATE column is not always updated. If the FTP process is rerun, the data will be appropriately updated. There appears to be no difference in the FTP Debug log between the successful run and the run which updates no values. The issue does not always reproduce and appears to randomly occur.

Expect appropriate error message or failure to be displayed if FTP Standard Process does not appropriately update a rate.
