Billing Time Discount Is Not Updating Resource Balance (Doc ID 1399107.1)

Symptoms

Billing time discount is not updating the resource balance as configured.

Scenario :

  1. Create Billing Time Discount object at the account level. 
  2. Create Deal for this discount.
  3. Create account with standard GSM telephony plan. This should grant free seconds resource with value (-3600)
  4. stop_all / start_all
  5. Run trial billing with below command :
    pin_trial_bill_accts -verbose -end 04/20/2012 -f_control file.xml
  6. Check in the cm.pinlog: the flist sent to rating pipeline shows free seconds CURRENT_BAL is 0.
