PROBLEM
-------------
Cannot select all orgs when creating the plan options.
list of 37 orgs is shown, and we have 417 orgs
STEPS
--------
Go to plan options, organizations tab and try to add orgs to the plan.
EXPECTED BEHAVIOR
----------------------------
All orgs would be available to select.
