ORA-12504: TNS:listener was not given the SERVICE_NAME in CONNECT_DATA while installing Demantra Patch (Doc ID 1401744.1)

Symptoms

When attempting to install a Demantra point patch the following error was observed in the Install log under the  C:/tmp folder (note that this assumes the user has manually created the C:/tmp folder the install was attempted)
