Not Able To Create Transfers With 'From' and 'To' Locations Belonging to Different Transfer Entities

A Store Inventory Management (SIM) generated return to warehouse transaction (ASNOUT) gets stuck in Retail Merchandising System (RMS) - Retail Integration Bus (RIB) hospital if the warehouse and store are under different transfer entities.  The message fails in the RIB hospital with the following error:

The physical warehouse x does not contain a virtual warehouse with the same transfer entity y as the store z.

Steps to Reproduce:

  1. Identify store and warehouse belonging to same transfer (TSF) zone but different transfer entity.
  2. Create a Store to Warehouse (WH) return.
  3. Dispatch the transfer.
  4. Note that the Stock_On_Hand is updated correctly in SIM.
  5. Note that the Return message has failed in RIB and error message is:  "The physical warehouse 1003000 does not contain a virtual warehouse with the same transfer entity 1502 as the store 30001."
