IM Channel Properties "Enable Content Recommendations" settings does not work

When no channel allows recommendations then recommendations cannot be submitted through the Feedback tab in InfoManager. The link for Recommendation is still there but when you click on it you get the message - "There are no Content Channels that allow Content Recommendations at this time" If there is any channel that allows recommendations then all channels will allow recommendations.
The infocenter contribute content and recommend content are not affected by this flag on any channel.
Neither is the infocenter function of recommending content against any article within the channels.
