ALM Forecast Rates Rule Does Not Display the Correct Structured Change Rate for Currency Forecasting (Doc ID 1410935.1)

Symptoms

On Oracle Financial Services Asset Liability Management (ALM) 5.6, when attempting to use Currency Forecasting in the Forecast Rates rule with Structured Change, the UI does not appear to properly recognize the base exchange rate.

ACTUAL BEHAVIOR
Although expected base exchange rate is properly displayed when doing View of the rates, subsequent buckets do not show base rate + change, they only show rate change amount.

EXPECTED BEHAVIOR
Expect the Structured Change for Currency Forecasting to display as base rate + structured change amount.

STEPS
The issue can be reproduced at will with the following steps:
Define a Forecast Rates with Currency Forecasting Structured Change:

coki_currency3:

New Scenario: 2: up35bp
Check CNY: Currency Forecast Method: Structured Change
Click Define
Start Bucket: 1
End Bucket: 1
Total Rate Change: 0.25
Apply
Click View -> Issue is reproduced
Base Rate: 5.6
all other buckets: 0.25
