For the incoming Diameter requests from Network, the Requested-Service-Unit is not included. So BRM is unable to differentiate between a time user and a volume user and it rejects the request for both resources, though balance is present.

Customer is using /service/ip service and as per business decision, plans would allow the subscribers to use IP session service as per either Volume or Duration basis. So, in the absence of Requested-Service-Unit, Network will not know whether the customer is going to be charged by time basis or volume basis. It's up to BRM to grant appropriate units (GSU).

The expectation is that when an Update CCR comes with NO RSU, then in Update CCA BRM should be able to identify the appropriate units (Time or Volume based on subscription) for this particular business case. Somehow in the Update CCA, BRM is not able to track the units to granted (i.e. Time or Volume).
