Goal
When IMAP gets overloaded with too many connections, such as when in a fail over situation, all existing connections are failed over to the new standby server as new connections simultaneously, or the subsystems underneath it are being overloaded, it should respond to new connections with a NO [UNAVAILABLE] Service Temporarily Unavailable error rather than trying to process the new connection and the work necessary to handle it.
