Unable to Assign Telephone Numbers on Template Connection Type Product Using createOrderByValueRequest XML API (Doc ID 1419367.1)

Symptoms

Execute createOrderByValueRequest XML API or importNGNPSR CORBA API for a PRDBUNDLE / CONNECTOR product and try to assign a telephone number for the item that has Tel Num Assoc of one. The API successfully creates the PSR order but when you open the order via the GUI the TN is not assigned. The telephone number structure appears to be ignored. Can create the same order successfully via the GUI and assign the telephone number successfully. If you add the SYSOPTION item to the XML / CORBA API method call and populate the assigned telephone number structure on that item, the telephone number is assigned to the SYSOPTION (i.e. Call Waiting item).
