Pipeline Performance Goes Slow When Rating Backdated CDRs (UseProductCreatedTime = False)

Symptoms
CDR rating in Pipeline is very slow. Only 5 CDRs/sec processed when rated with 20k CDRs. All these 20k CDRs were backdated CDRs. On another environment, when feeding 20k normal CDRs, the result is better, 2000 CDRs/sec. The difference is that the other environment didn't enable backdated CDR rating and the CDRs were not backdated.
The backdated CDRs are for the new 3000+ accounts migrated yesterday. These accounts were created with backdated account creation date, and backdated product start date. Also "UseProductCreatedTime = False" is enabled in Pipeline for rating those backated CDRs.
This happened on 7.4 PS10.
