Internet Explorer Error Message "Internet Explorer cannot display the webpage" When Attempting to Checkout a File Attachment (Doc ID 1420276.1)

When attempting to checkout a file attachment with Internet Explorer version 8
the following error occurs.

Error message: Internet Explorer cannot display the webpage

Able to checkout file attachments with Firefox

The issue can be reproduced at will with the following steps:
1. Log into Web client
2. Open object with file attachment
3. Select Attachments tab > checkout file attachment
