ESM Service is Processing the Incoming E2B Files Twice (Doc ID 1421440.1)

Symptoms

ESM Service is processing the incoming E2B files twice occasionally and writing duplicate message received error in the ESM import log file when it is processing the E2B file 2nd time.
It is sending the ACK out first for the duplicate E2B report processed and sending another ACK when user accepts the original E2B report

Steps to Repeat:
1. Drop in 50 E2b reports into ESM In folder
2. ESM Service may process one of the E2B file twice
3. Observe that it will send 2 acks, first one for the duplicate message received and the 2nd one when user accepts the original E2B report into Argus

Note: This issue is not repeatable on demand.
